  "map_content": "Padfield v Minister of Agriculture [1968]\r\nThe Agricultural Marketing Act 1958 created a mechanism whereby producers could complain about the operation of the Milk Marketing Scheme.\r\nThe Act provided that the Minister \"may\" direct that a complaint be investigated by a committee.\r\nMilk producers complained.\r\nThe Minister refused to appoint a committee.\r\n\r\nCould the Minister simply refuse because Parliament had used the word \"may\"? House of Lords said NO!\r\n\r\nNot merely \"I have discretion\", instead, discretion must be exercised consistently with the purpose for which Parliament entrusted it, if exercised so as to frustrate the Act's purpose, the courts may intervene...\r\n\r\nso far very statutory, except Equity maxims are shining brightly:\r\n1. Equity regards as done that which ought to be done: conscience - perform as per the intended purpose\r\n2. Equity acts in personam: imposed onto the Minister\r\n3.
